THE CITY OF ELMIRA

For The City of Elmira (DRI) , Elan and Politi Architecture worked together to update the City’s zoning ordinance with a focus on the Central Business District and adjacent neighborhoods.

During the rezoning process Politi Architecture developed a series of 3D models showing the existing site conditions, as well as the changes made to the sites by updating the current zoning.

Using Form-Based Codes as the zoning tool, the purpose of the update is to implement Elmira’s Downtown Revitalization Initiative (DRI) vision which is to:

• Promote infill development in vacant areas and increase the renovation of existing buildings.

• Improve walkability and the sense of place.

• Ensure proper development standards are in place (through the Form-Based Code) for buildings, public spaces, streetscape, parking, and circulation.

• Maintain the distinctive urban character of downtown and enhance the compatibility between buildings and streets and other public spaces.
