REZONING - City of Elmira, New York

The City of Elmira, Elan and Politi + Siano Architects, worked together to update the City’s zoning ordinance with a focus on the Central Business District and adjacent neighbor-hoods. Using Form-Based Codes as the zoning tool, the purpose of the up-date is to implement Elmira’s Down-town Revitalization Initiative (DRI) vision which is to:

• Promote infill development in vacant areas and increase the renovation of existing buildings

• Improve walkability and the sense of place

• Ensure proper development standards are in place (through the Form Based Code) for buildings, public spaces, streetscape, parking, and circulation

• Maintain the distinctive urban character of downtown Enhance the compatibility between buildings and streets and other public spaces.
